His Excellency Professor Ibrahim Adam Ahmed El-Dukhiri, Director General of the Arab Organization for Agricultural Development, expressed his deep appreciation for the issuance of the high-level Amiri Decree by His Highness Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait, approving the establishment of a regional office for the Organization in the Arabian Peninsula region, to be headquartered in the State of Kuwait.

His Excellency affirmed that the issuance of Law Decree No. (81) of 2025, approving the agreement between the Government of the State of Kuwait and the Organization to establish the regional office, clearly reflects the wise leadership of Kuwait and its keenness to support agricultural development and strengthen food security in the region. It also demonstrates Kuwait’s commitment to advancing joint Arab efforts toward achieving sustainable Arab agricultural and food security.
El-Dukhiri expressed his deep appreciation to His Highness the Amir of the State, may God protect him, for this generous support, which reflects His Highness’s strong interest in food security issues and Arab integration in this vital field.

In this context, he referred to the State of Kuwait’s call during the 31st Arab Summit, held in Algeria, to activate and implement a comprehensive and integrated strategic initiative for Arab food security. This initiative is based on Resolution No. (8766) issued by the Council of the League of Arab States during its 157th session in November 2022.

The Director General highlighted the significance of the State of Kuwait hosting the Organization’s regional office, particularly in light of the economic challenges and climate changes facing several Arab countries that produce and export essential commodities. This comes at a time when the food gap in the Arab world is estimated at approximately USD 40.39 billion for the year 2023, according to the 35th annual report on the State of Arab Food Security, which is regularly issued by the Organization.

He added that the selection of Kuwait as the host country for the regional office in the Arabian Peninsula aligns with its strategic location and pivotal role in supporting agricultural development efforts. He noted that this decision complements the Organization’s programs and strategies, foremost among them the Arab Strategy for Sustainable Agricultural Development 2020–2030, the Arab Program for Food Security Sustainability, and the Arab Strategy for the Sustainable Management of Rangeland Resources 2020–2040, along with other programs and activities implemented across various Arab countries.
He also emphasized the strong cooperation between the Organization and the State of Kuwait, particularly in supporting the Kuwait National Greening Initiative, programs for combating transboundary animal diseases, the development of the aquaculture sector, and the strengthening of institutional and human capacities.

In conclusion, His Excellency the Director General expressed his sincere thanks and appreciation to the Government of the State of Kuwait and the Public Authority for Agriculture Affairs and Fish Resources for their generous support of the regional office. He noted that this support contributes to strengthening regional integration and achieving comprehensive agricultural development through the optimal utilization of natural resources, the enhancement and diversification of agricultural production, and the promotion of agricultural investment using modern scientific and technological methods.

It is worth noting that the aforementioned decree was published in issue No. (1746) of the official gazette Kuwait Al-Youm, issued last Sunday.
