Believing in the necessity of supporting, activating and framing joint Arab action in the field of sustainable agricultural development to achieve Arab food security, the Arab leaders issued, at the Algiers Summit in March 2005, Resolution No. (314) which mandated the General Assembly of the Arab Organization for Agricultural Development (Arab Ministers of Agriculture) to prepare an Arab strategy for sustainable agricultural development during the two decades (2005-2025).
In accordance with the directives of the General Assembly of the Organization, the Arab Organization for Agricultural Development prepared the strategy, which included seven main programs and (34) sub-programs, each of which included a group of development components, the number of which amounted to 114 components. The programs and their development components were characterized by consistency, integration, and complete interconnection with the vision and objectives of the strategy, with a focus on development priorities. The main programs were as follows:
- The main programme for the development of agricultural and fishery technologies.
- The main program to encourage agricultural and agro-industrial investments in suitable agricultural environments.
- The main program to enhance the competitiveness of Arab agricultural products.
- The main programme for preparing the infrastructure of agricultural legislation and policies.
- The main programme for building human and institutional capacities.
- The main program to contribute to rural prosperity.
- The main program for the development of environmental and agricultural resource management systems.
The strategy was presented at the Riyadh Summit held in March 2007, and Resolution No. (393) was issued regarding it, which stipulated:
- Approval of the Arab Strategy for Sustainable Agricultural Development (an independent document), Document No.: (Q.A.:393 D.E. (19)-29/3/2007) Considering the Arab Sustainable Agricultural Development Strategy as part of the joint strategy for Arab economic and social action.
- Calling on the Arab Organization for Agricultural Development to begin implementing the Sustainable Arab Agricultural Development Strategy in coordination and cooperation with all relevant parties and to submit periodic reports on progress made in implementation to the Economic and Social Council.
Eight years after the strategy’s implementation began, specifically in September 2015, the World Summit on Sustainable Development, on the sidelines of the United Nations General Assembly, adopted a resolution entitled “Transforming Our World: The 2030 Agenda for Sustainable Development,” which included (17) goals and (169) targets. The League’s Summit-level Council issued Resolution No. 631 (D.P. 26) dated March 29, 2015, regarding Arab priorities for the post-2015 global sustainable development agenda. The third paragraph of the resolution stipulated: “Inviting specialized Arab ministerial councils to coordinate with specialized Arab organizations and in cooperation with specialized United Nations agencies to develop an Arab action plan to implement the post-2015 sustainable development agenda, following its approval by the United Nations General Assembly in September 2015.”
