The meetings of the 31st session of the Council of Arab Environment Ministers was held on the 24th of October 2019 at the headquarters of the General Secretariat of the League of Arab States in Cairo, Egypt in the presence of a large number of Arab ministers, ambassadors and permanent representatives to the League, in addition to representatives of international and Arab organizations.

 The opening ceremony was marked by the speech of the Secretary General of the League of Arab States His Excellency Mr. Ahmed Aboul Gheit, in which he addressed the importance of preserving the environment and the efforts of the Arab region in this area in line with the decisions of the Arab leaders at their successive summits. H.E Mr. Aboul Gheit praised the efforts of the Arab Organization for Agricultural Development (AOAD) in supporting the implementation of the international environmental conventions in the Arab region.
